How to prepare for WhatsApp’s October 2026 charges
From 1 October 2026, Meta will charge for service replies above 1,000 per business number each month, plus utility templates sent inside the 24-hour window. Eligible 72-hour free-entry messages remain free.
What changes on 1 October 2026
| Message | Before | From 1 Oct |
|---|---|---|
| Service replies Staff or AI via the API | Free | 1,000 free per month Per business number; then charged per message. |
| Utility templates Booking reminders | Free | Charged per delivered message |
Incoming messages and eligible 72-hour free-entry messages remain free. The 24-hour reply window is unchanged.

Start with a normal month of usage
Count service messages for each WhatsApp business number separately. If you have several branch numbers, an overall total won’t show which number exceeds its allowance.
Then separate service replies from utility templates. A number that stays below 1,000 service messages can still incur utility-template charges. A quiet support inbox doesn’t necessarily mean there will be no change to your bill.
chatavocado’s new Usage dashboard will show your WhatsApp message usage. Where data is available, we’ll backfill history from August so you can assess your usual volume before the new charges begin.
Use that history as a starting point. If August was unusually quiet, or you have a campaign coming up, account for that when estimating October. Missing history should never be treated as zero usage.
For example, a tuition centre handling routine parent enquiries and a centre promoting a new intake can have very different message volumes. Review the month that resembles the work you expect to do.
Put a number on the possible impact
For planning, use US$0.0160 for Singapore recipients and US$0.0140 for Malaysia recipients after the monthly allowance.
Rates depend on the recipient’s country.
For one business number delivering 5,000 service messages in a month, all to the same market and outside qualifying free-entry windows, subtract the 1,000-message allowance. That leaves 4,000 chargeable messages:
| Recipient | Per message | 4,000 messages |
|---|---|---|
| Singapore | US$0.0160 | US$64 |
| Malaysia | US$0.0140 | US$56 |
These examples cover service-message delivery only. Utility templates, other message categories, your chatavocado plan, taxes and any currency conversion sit outside this calculation. We keep these examples in US dollars to avoid implying a fixed Singapore-dollar exchange rate.
If you message several markets, use the applicable rates for your actual usage. Ask your client manager to help review the estimate rather than multiplying every message by one country’s rate.
Improve replies without making customers work harder
A useful answer can often fit into one message. Suppose a customer asks where your clinic is and whether parking is available. The address and parking instructions belong together, rather than in two separate replies.
The same principle applies to a greeting sent on its own before the answer, repeated information, or a closing acknowledgement that starts another unnecessary exchange.
We’ve already updated chatavocado AI Agents to avoid unnecessary replies when a customer simply ends with “Thank you” or “Okay”. If the customer adds a question or needs help, the conversation should continue.
For higher-volume workflows, we can review your AI flow with you and identify where related replies or intake questions can be combined. Some questions still work better one at a time. A parent choosing a class shouldn’t have to work through a wall of questions just to save a few message charges.
The test is straightforward: does the change make the conversation clearer while preserving what the customer needs to do?
Review reminders and automated notifications
Utility templates sent inside the 24-hour window become chargeable too. Review confirmations, reminders and updates alongside your service replies.
Look for two notifications triggered by the same event, a confirmation followed immediately by information that could have been included, or reminders that continue after the customer has already taken action.
Keep notifications that help customers turn up, prepare or complete an important step. A useful appointment reminder can be worth far more than its delivery charge.
Your chatavocado client manager can help review where suitable notifications can be combined, reduced or moved to another channel without disrupting the customer experience.
Make eligible free messaging windows count
Meta’s 72-hour Free Entry Point window remains available for qualifying conversations. An eligible Click-to-WhatsApp ad or Facebook Page call-to-action can open this window when the customer messages you and your business responds within 24 hours. The free window starts with that response.
Your workspace will show when this window is active for applicable conversations. If you already run Meta ads, use your chatavocado-connected WhatsApp number for eligible Click-to-WhatsApp campaigns so those enquiries can benefit.
The 72-hour free window and the 24-hour customer service window are separate. If the customer service window closes, you’ll need an approved template to continue messaging, even while the free-entry window remains open.
Advertising still has its own cost. Judge a campaign by the enquiries and business it generates; free message delivery is one part of that calculation. Our guide to qualifying WhatsApp leads from Meta ads explains how the conversation can continue the offer a customer clicked.
Use each channel where it helps
Keep WhatsApp easy to use for customers who rely on it. Moving someone elsewhere midway through a simple enquiry can add friction that outweighs a small saving.
Telegram is an option for suitable customer conversations. Your team can also use the chatavocado web app for internal staff-to-AI interactions, such as asking for information before replying to a customer. Those internal interactions don’t need to generate WhatsApp messages.
Choose based on the workflow and the customer’s needs. A customer awaiting a booking answer and a staff member checking internal information have different reasons to start a conversation.
Review your usage with your client manager
chatavocado adds 0% markup to Meta messaging charges. You pay applicable WhatsApp messaging charges directly to Meta. Your chatavocado plan remains a separate cost; our zero-markup guide explains that distinction.
We’ll also show an in-workspace notice on 1 October 2026, or when a new user signs in, to help your team use WhatsApp efficiently while preserving the sales and service experience.
Start with three actions:
- Review a representative month of service messages and utility templates for each business number.
- Identify the customer journeys and automated workflows responsible for most of that usage.
- Ask your chatavocado client manager to review the areas where improvements could help.
If your service-message volume is low, the allowance may cover it. If it’s higher, we’ll help you understand where the messages come from and which changes make sense for your business.
Frequently asked questions
How do I prepare for WhatsApp API charges in Singapore?
Review service-message usage and utility templates for each business phone number. Compare a representative month against the service-message allowance, then review your busiest workflows with your client manager.
What does the 1,000 free-message allowance cover?
It covers 1,000 service messages per business phone number each month. It doesn't mean 1,000 conversations, and utility templates have their own charging rules.
Do I pay for chatavocado AI replies and staff replies?
Both count as service messages when sent as free-form replies through the WhatsApp API. From 1 October, charges apply after the monthly allowance unless an eligible free-entry window covers delivery.
Can I still use the 72-hour free messaging window?
Yes, qualifying conversations can still receive free message delivery during Meta's Free Entry Point window. Your business must meet the entry-point and response requirements; an ordinary incoming WhatsApp enquiry does not automatically qualify.
How does chatavocado help manage the additional cost?
We're adding a Usage dashboard with August history where available, plus an indicator for eligible free-entry windows. We've already improved AI handling of unnecessary closing replies, and your client manager can review flows and notifications with you. chatavocado adds 0% markup to Meta messaging charges.
0% markup. Fewer unnecessary messages.
We pass Meta's fees through at cost. We manage your AI replies to reduce unnecessary messages. Show us your setup for a cost review. Meta messaging fees and your chatavocado plan still apply.
