WhatsApp Service Message Pricing: October 2026

Meta's WhatsApp message rate beside a provider invoice with zero added markup

From 1 October 2026, Meta will charge per delivered message for WhatsApp service replies sent through Cloud API. chatavocado can reduce the impact in two ways. We add zero markup. Then we design your AI workflows to get more done with fewer unnecessary billable WhatsApp messages.

The final October rates are not published yet. Meta says it will publish them by 1 September 2026. Until then, any exact October cost estimate is a guess.

Pricing status: Checked against Meta's documentation on 21 August 2026. This page will be updated when the final October rates are available.

What Meta will charge

Meta currently lets businesses send service replies for free inside an open 24-hour customer service window. That pricing treatment ends on 1 October 2026.

  • Service replies become chargeable. A free-form reply sent by a staff member or third-party AI through Cloud API will carry a Meta charge when delivered.
  • In-window utility templates become chargeable. Utility templates sent inside the 24-hour window will no longer be free.
  • Each delivered message counts. Four separate reply bubbles can mean four Meta charges. One complete reply may need only one.
  • The rate depends on the recipient's market. Meta says service messages will use the applicable utility and authentication rate, with no service-message volume discounts.

Meta explains the change in its official service-message pricing update.

What remains free

Meta is not charging for every WhatsApp message.

  • Messages your customer sends you are not charged.
  • Business messages that are not delivered are not charged.
  • Eligible message delivery inside an open 72-hour free-entry window remains free.
  • Manual messages sent from the WhatsApp Business app remain free at the Meta messaging layer.

The 72-hour window applies when a customer enters through an eligible Click-to-WhatsApp ad or Facebook Page call-to-action in the WhatsApp mobile app and your business replies within 24 hours. It does not apply to desktop or web entry, or to every customer conversation.

This guide covers Cloud API service messages from staff and third-party AI. Meta Business Agent uses separate token pricing, including during a free-entry window.

The 24-hour window still matters

The 24-hour customer service window is not disappearing. It still controls which messages you may send.

Inside the window, you may send free-form replies or templates. After the window closes, you need an approved template until the customer messages you again.

What changes on 1 October is the price. An open 24-hour window no longer makes service replies or utility templates free.

We start at the lowest rate

Some providers add their own margin to Meta's per-message rates. That can turn a small Meta charge into a larger line on every monthly invoice.

chatavocado does not do that. You pay Meta's published message rate with no chatavocado margin added. Your plan and any other services are priced separately.

Our revenue comes from your monthly chatavocado plan. That plan covers the work and support included in your setup. We do not add a percentage or per-message margin to Meta's message fees.

You can check the claim yourself. Compare the per-message rate on your invoice with Meta's published rate card. Our zero-markup guide shows you how.

Then we reduce the messages

The cheapest WhatsApp message is the one your business never needed to send.

A poorly designed AI can turn one answer into four message bubbles. Meta can charge for all four. We design your AI employee to finish the job with fewer unnecessary messages while keeping the answer clear.

  • One complete answer instead of fragments. Price, availability, next step, and booking link can sit in one useful reply.
  • Related questions asked together. The AI can collect service, location, and timing in one turn instead of three.
  • No acknowledgement-only replies. Messages such as “Let me check” add cost without moving the customer forward.
  • No duplicate workflow sends. We remove loops, repeated notifications, and automations that send several messages where one will do.
  • Better first answers. The AI reads the right booking, pricing, customer, or order data before replying instead of creating another back-and-forth.

Some work stays off WhatsApp

Not every step needs a customer-facing WhatsApp message.

Where included in your setup, your team can use internal AI chats to check information, draft a response, or decide the next action without sending anything to the customer. That work stays inside chatavocado, so it does not create another Meta WhatsApp message fee.

When configured email or LINE fits the job better, the workflow can use it. Longer updates, internal coordination, and lower-urgency work do not always need another WhatsApp reply. Each channel can have its own plan, delivery, or operating costs, so compare the complete workflow cost.

How chatavocado controls WhatsApp costs

A provider may charge for its plan and add a margin to Meta's message fee. If it does, every additional billable message increases both Meta's charge and the provider's margin.

We add zero markup to Meta's message fee. Then we design the workflow to reduce unnecessary chargeable messages. Because there is no chatavocado message margin, that work does not remove a per-message margin from our revenue.

At the Meta message-fee layer, chatavocado passes through Meta's published rate without markup. At the workflow layer, we design for the fewest messages needed to complete the job without reducing service quality. Compare the whole bill, including the plan and any connected-channel costs.

Do this before 1 October

  1. Count your service replies. Include staff replies, AI replies, and automated free-form messages sent through Cloud API.
  2. Count in-window utility templates. These are free today but become chargeable on 1 October.
  3. Check how many reply bubbles you send. Combine acknowledgement-only messages and fragmented answers where one clear reply would work better.
  4. Confirm your billing setup. If you manage Meta billing directly, check that your WhatsApp Business Account has a valid payment method before 30 September. If a provider manages billing, ask them to confirm it.
  5. Check your provider's markup. Ask whether the October Meta rate passes through at cost or carries an extra provider fee.

How much will WhatsApp service messages cost from 1 October 2026?

Are messages sent by customers charged?

No. Meta charges for delivered business-sent messages. Incoming customer messages and undelivered business messages are not charged.

No. You pay Meta's published message rate. chatavocado adds zero markup to marketing, utility, authentication, and service message fees.

What does chatavocado's zero markup mean?

chatavocado adds no margin to Meta's published message fee. Your total bill still depends on your plan, usage, and any other configured channels, so compare the complete cost rather than one fee in isolation.

We design workflows to combine related answers, group qualification questions, remove acknowledgement-only replies, and prevent duplicate sends. Where included in your setup, internal AI chats, email, or LINE can handle work that does not need a customer-facing WhatsApp message.

Does the 72-hour free-entry window stay free?

Eligible message delivery remains free when a customer enters through a qualifying Click-to-WhatsApp ad or Facebook Page call-to-action in the WhatsApp mobile app and the business replies within 24 hours. Meta Business Agent uses separate token pricing.
